Why is almost all former governors under criminal prosecution?

Almost all our former governors have criminal cases. I mean, If governors are not thieves, how come almost all former governors are under going criminal prosecution by either EFCC or ICPC? I am really confused

By Abdulrazaq O Hamzat Many years after Rwandan genocide of 1994 between Hutu and Tutsi which claimed over 1,000,000 lives, certain revelations were made as a result of critical analysis of the incident. It was revealed that, going by the media reports in 1994, the Rwandan genocide was often portrayed as a conflict based on ancient hatred between people who had been killing each other in such a manner for hundreds of years. However,those media reports were greatly misleading and proved incorrect after critical analysis. Hutu and Tutsi were not ethnic groups, but economic/political class divide. Investigation shows that, throughout history, the great lakes region had never encountered any ethnic violence between Hutu and Tutsi and there was no pattern of inter communal violence ever witnessed between Hutu and Tutsi and nothing approached or even suggested the level of violence of the 1994 genocide. The Quran 24:31 obliges men to observe modesty: “Say to the believing men that they restrain their eyes and guard their private parts. That is purer for them. Police detain Edo Speaker over lawmakers attack   Mr.rights have learnt that, the Edo State Police Command on Thursday arrested the Speaker of the state House of Assembly, Uyi Igbe, and the Majority Leader, Philip Shaibu, over the attack on a lawmaker, Abdulrazak Momoh. Momoh,   whose seat was declared vacant by the assembly in July, was said to have been attacked by thugs on Tuesday after he allegedly ignored the instruction of security men not to enter the legislative quarters. The Peoples Democratic Party lawmaker   was rushed to the Accident and Emergency Ward of the University of Benin Teaching Hospital. President Goodluck Jonathan on Thursday said his administration’s strategy against corruption was to strengthen the capability of institutions to nip the menace in the bud.  He said his idea of anti-corruption war was not about arresting suspects and parading them on the television.
